Not a poll. Get the list of voters who voted and either call them or visit them. If they agree to the process, then validate their votes against their their actual vote. Just two or three hundred checks like this will establish if the counties numbers are within the bounds of error or not. Chi squared tests will determine if the numbers and distributions match.
