I tried it on 7 of them at random. They were all registered, but none had voted.

Did you try all the months for each one?
Are you sure they hadn't voted? Or could you just check that they hadn't requested an absentee ballot?

They cheated everywhere NV, AZ, WI, MI, PA, GA, NC, MN, TX
That's almost 20% of States, but not "everywhere." I bet they cheated in the other 80% of States
Milwaukee will be the biggest offender. Look at their turnout with Biden getting better numbers than Obama in 2008.
Turnout is said to be 5.5 standard deviations from the norm. Although this was a different year with mail in vote that is an insane number.
