I believe the original list was generated based off of registered voters over the age of 100 (dead AND alive). Anyone on this truncated list which has the "ballot received" status would have to be verified as dead via other means to show a fraudulent vote. The oldest living person in the US is 115 yo, so for anyone on this list born before 1905, you can assume they are dead. There are 3 people that meet that criterion. The remaining would need some investigative work, online obituaries and whatnot.

As of the last census, 1729 Michigan residents were over 100 years old. I don't know how the number has changed since them, but it likely has increased.
This curated list only has 1362 names on it. That means it's within the realm of possibility that it's legit.
Tweet mentions that the list is only for one county in Michigan though. Detroit so main population but still...
