Well it says they didn’t vote by mail. It doesn’t mean someone didn’t fill out a ballot, scan it and mix it in with the others after seeing their name on the active voter roll list.
“Hmmmm Mark Smith is on my list, and he didn’t vote by mail or in person. Let me just quickly fill out a ballot for him and cross his name off the list. There we go.....500 people on my list (dead and alive), 500 ballots in my bin.”
I checked 4 names, none of them voted. This is not a list of people who voted, but registered voters.

You did not check if they voted or not. You checked if they had requested an absentee ballot. That ;leaves plenty of stones unturned.
