I thought that was what the “mass mail ballots” was about. Unlike Absentee ballots, people didn’t have to request them, they were sent out to everyone on the voter rolls.
And just because a lot didn’t send in a mail ballot, doesn’t mean a poll worker didn’t just down the list after they closed the polls and fill out a ballot on behalf of anyone on the list that didn’t vote by mail or in person.
They just a names on the rolls to justify the number of ballots.
500 dead people still on the list? Opportunity to fill out 500 ballots for those “people” in the back room. Scan them, mix them in with valid ballots.....how would anyone know?
