You can tell if they are registered and if they requested an absentee ballot. The other take is having a lot of dead registered voters inflates the registries so that turnout doesn't look even more insane in these heavily liberal areas.

Next target should be Milwaukee. They have insane turnout as it is. Once you take off the dead people or people who moved out of state the fraud is even more obvious.
