This is most likely a process called ballot duplication, which sounds nefarious, but it's actually fairly normal. Military and damaged ballots are transcribed onto a official/new ballot.
One person reads, in this case the person in the plaid shirt - and another person transcribes in this case the woman in the lower left.
Military ballots come in via email, where they are printed on regular paper, and then they are transcribed to an official ballot. A similar process happens for damaged ballots - which there are a lot more of this time due to the mail-in process.
The only problem VISIBLE in this image is that there should be a third person basically pollwatching the process.
That being said, they could be doing nefarious shit... it's just not a guarantee. It's a good catch though.
As much as I want to put this one in the fraud pile, it's not. The guy is reading the ballot which probably has legibility issues or is somehow scuffed, and she's filling in the new ballot so it counts.
