I've seen a lot of speculation on possible watermarks, although no solid verifiable info yet. Do we have any solid sources on exactly who and what companies do ballot printing, where, and where they get/manufacture their paper? I've heard some people say it's up to the states to do printing, some say it's the DHS that did printing, and others say that while the states do printing, they get paper from the DHS.

If this is true, there has to be a record of it somewhere. If we can 100% confirm that the DHS is somehow involved in either the printing process, or the paper manufacturing process, I think it'd lead to some very interesting things.

I think what may trip them up is the quantity of ballots that they had to produce; did they really have that many real ballots on hand ready to go?
