I love how all of the explanations in the replies amount to "this is normal, democrat poll workers have always fixed ballots by copying them to new ones, there's no reason to think any of them are cheating".

This is most likely a process called ballot duplication, which sounds nefarious, but it's actually fairly normal. Military and damaged ballots are transcribed onto a official/new ballot.

One person reads, in this case the person in the plaid shirt - and another person transcribes in this case the woman in the lower left.

Military ballots come in via email, where they are printed on regular paper, and then they are transcribed to an official ballot. A similar process happens for damaged ballots - which there are a lot more of this time due to the mail-in process.

The only problem VISIBLE in this image is that there should be a third person basically pollwatching the process.

That being said, they could be doing nefarious shit... it's just not a guarantee. It's a good catch though.

How do we know that the person filling it out is filling in what the reader is saying? If they both want the Dem to win the reader could read Teump, but the transcriber could just fill in Biden.
