The claim is they are allowed to "correct" the unreadable ballots by filling out a new one. The lady filling it out is supposedly doing so under the direction of the guy reading the original ballot. Legit or not, that seems incredibly illegal to me. I know that here in my state it just doesn't get counted if you are too dumb to know how to fill in a little bubble.

Right. They can just correct them with how they choose. Im pretty sure pa used to toss bad ballots, but our government is corrupt so who knows.
