Once they have mixed in the false ballots in with the good ones and put them all in one basket, how will a manual recount help.
Once you know you have fraudulent ballots, the only option is cancelling all the ballots and having a new election.

Yep. Also, the watermark thing is the same thing. This is a decentralized effort, and they are using real ballots to do it.
The dead voters are a great place to start.
