It looks like they may be filling out ballots that were rejected and doing the cleaning process for them. The guy turns one each time she picks up a new one and they are clearly working in sync with each other.

Even if I'm wrong - I wonder what the rules are on this. Maybe an expert poll pede can help us to know if this is common practice or not.

I think you're right. Still seems like there should be more supervision. How do we know this is accurate and how do we know if the old ballots are destroyed?

exactly this. A person needs to be there to make sure those are destroyed and not the 2 people filling out the new one. It needs to be one dem and one rep + an LEO going together to torch them together.
