Not true. I can't speak for everywhere, but in the counties I've lived, the poll workers and supervisors are evenly split between Dems and Reps, for accountability. I was an election judge this week. We sat alternating D and R and every single ballot had to be initialed by one from each party. No empty ballots or filled ballots were ever in a place where both parties weren't represented. None of us could leave the facility until everything had been recorded--absentees and election day ballots. The ballot box (plus provisional or a few other exceptions that were very carefully and clearly marked) count had to match the count of ballots we had issued. We all had to sign off on the counts at various places. Very above board. Ballots were locked and delivered by a representative of each party to the court house, where both parties were there to receive them.
I'm not sure what happens in Democrat cities, but they clearly violate whatever rules they have. I suspect that their "Republicans" are not really...or maybe they don't even require both to be present in those locations. It's obvious from what I have seen that the process in those areas is extremely corrupted by fraud. Adding the late mail-ins (and in many places unsigned...or without requirement to match signatures) only gave them a much easier way to manufacture fake votes. All they had to do is wait to see who didn't return those and then staff a roomful of operatives churning them out.

Because most poll workers are paid municipal or county employees who are allowed to take off of work to work at the polls. City union workers tend to be Democrat

Other countries have it that for every table that has people on one side counting ballots, there are people on the other for each of the candidates that are watching. Filming the whole thing with side and overhead view over each table is probably a good idea as well if a complaint is raised, so everyone can watch the tapes.
If counting needs to be paused for any reason, all the ballots are placed in a storage unit locked with locks provided by teams for each of the candidates. It is later unlocked in their presence using all their keys. The storage unit should be filmed at all times with multiple analog clocks placed on the front of the storage unit.
There is to be no one driving in with ballots. Anyone coming in is searched head to toe and filmed. No one is to bring in any kind of bag, box, or case that isn't thoroughly searched. Anything brought in with a ballot is immediately confiscated set aside as legal evidence, and the person is arrested, and subject to 10 years in jail.
Anything less, and we're getting into Banana Republic territory, which we're currently in.
Maybe some of the smaller independent parties won't have the manpower for it. But of course anybody from any party who wants to monitor should get to do so.
