The federal government doesn't control who prints ballots, that is controlled by each individual state. Not all state ballots are even the same. My state didn't require any writing utensils at all, it was all electronic voting machines...my point is the ballots vary by state and are not centrally controlled by the federal govt.
The only thing holding the printing part together is that the states like everything else they do contract out the job. Each state isn't setting up its own print process, they hired a company that specializes in printing ballots. That is the point of commonality.
