"in January 2017, the Department of Homeland Security (DHS) designated the infrastructure used to administer the Nation’s elections as critical infrastructure. This designation recognizes that the United States’ election infrastructure is of such vital importance to the American way of life that its incapacitation or destruction would have a devastating effect on the country."

According to someone in Twitter (I have no idea of where to find this regulations):
"
Article 2, Section 1, paragraph 2, provides that:
“Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors ...”
So the electoral processes for Presidential elections appear to be wholly within a State’s jurisdiction.
"
So I would say that is entirely possible that each State print their ballots, and CISA supervise everything. I have no idea how CISA will pull that out without alerting the people printing the ballots first though.
They are both right actually.
From CISA:
"in January 2017, the Department of Homeland Security (DHS) designated the infrastructure used to administer the Nation’s elections as critical infrastructure. And they work for the department of Homeland Security https://www.cisa.gov/christopher-c-krebs
