It would just be a security measure to ensure the ballot is real--but the Dems have been doing ballot harvesting and mass mailing unsolicited ballots--they'll all have watermarks. Sucks, but it is a dead end.

CISA works on all levels of government (including local) with ballots and elections. Its literally why Trump created it after the 2018 election fiasco. Their website says it plain in black and white.
I think a half-truth. Trump has an agency...he....created. I’m sure they have some secret weapons.
