Yep they haven't claimed victory because their plan relies on Trump conceding. If Trump doesn't concede all they will do is muddy the waters and keep on cooking up votes which makes Biden's votes even more fantastical than they already are. If they're cooking up votes their corruption becomes increasingly more glaring and transparent. The more ballots they fill the more they'll get lazy and just mark Biden ignoring the rest for the sake of getting the votes in.
Their end game was/is to use the military to "remove" the President if he won't concede. Pelosi said so and it's in the game plan of the transition " integrity" project.

The media is supposed to make President Trump look like a sore loser who's refusing to give up power. I think what they failed to understand is how many DEMOCRATS would also vote Trump and damn well everyone would know they cheated.
