Not when you need 138,000 ballots all at once. I am willing to bet China printed a shit ton of counterfeits and shipped them to the US. Think about it.
Print them here domestically and you risk exposure if they get found - do it in China and you have plausible deniability if they get discovered.
There are doubtless tens of thousands of legit ballots with fraudulent voter info (deceased, relocated, etc) but to cheat on this level would be really difficult without a mass production system.

I think they had to. They need blank ballots to match up with lists and with fake licenses, so they would have needed fake ballots. That is why there are states with more voters than are registered
