I saw the InfoWars video of that guy saying the ballots are watermarked but then I read that all states create thier own ballots and that it's not real.
Can anyone clear this up for me? Who actually creates the ballots? The fedwral government or the states?

Those links are all about them fearing "russian interference" - not domestic threats with election fraud. It also produced absolutely nothing. The first link is a bunch of bullshit about voter fraud not being a thing at all.
No where in the article does it say that ballot paper originates from a central source. They may be specs but do the feds or their contractor actually print the ballot paper? That is the central question.

Think it's fake, but even if it is true I think Dems are just filling out extra ballots in the name of people who had their mail in ballots "lost", dead people, and people who didn't even vote.

The stats create their ballots but is it farfetched to think the files were altered to add a specific watermark? I dont believe it 100% it may all just be copium, but how hard would it be for DHS or NSA to change a file? Not very.
There are a couple of contractors who make the paper from which the states can choose to order their ballots. The potential is there for watermarks.
