Well, to be honest, the same as any other number. If you were to make up an imaginary number of ballots added that should not look suspicious, that's exactly when you'd try to AVOID round numbers. Also, I do believe that there are many people who voted for Biden, simply out of TDS, so the total would be different anyway, even if they "created" a round number or ballots for some reason. The only way I'd imagine it as a hint of fraud would be if that was the total from some machine count that could be manipulated afterwards. Instead of typing in the real total, someone got lazy and just typed 134,000. If it was some tired, stupid cunt (disclaimer: I use this slur in the Australian way, referring to both genders).
