And that method of cheating is ineffective because they apparently got caught on camera?
Some states have to wait up to a week or more for the mail-in ballots to get through the USPS and be delivered to Election Control to be counted. The ballot has to be postmarked by Election Day, but that's what the hold-up is. There are also some states that aren't allowed to begin counting any ballots until the polls close, even though they may have been mailed weeks prior. Don't know if PA is one of these, but that might explain some of the difference.
