Let's play the hypothetical here. If you were in charge of getting Biden elected by any means possible, how would you cheat in an election without it being detected?

Whatever you do has to pass the scrutiny of a recount - even a hand recount. That means you need thousands of physical ballots in the hands of Election Control that have votes for Biden. This requirement would negate the hacking the ballot scanners, for example.

Another requirement would be that whatever method you exploited would need to involve as few co-conspirators as possible as "loose lips sink ships". One person cracks and the game is up.

What do you think? Asking this hypothetical will help explore the possible exploits and illegal methods used by the Democrats to get Biden elected. I have thought about it briefly and have my own ideas, but I wanted to throw this out for discussion to see what ya'll thought about.

Edit/Update: Thanks for the responses! I wanted to wait about a week to get as many ideas as possible. I've replied to each of you below. It would seem like most all of your theories about what has occurred involves a lot of people in on the scam and that their fraud will likely be caught (good!). What I was wondering about originally was how could you do something like this to tens of thousands of votes with the least amount of risk and detection? Something that would pass the scrutiny of a hand recount/audit.

You have to get your hands on a legitimate ballot to not get flagged by watermarking. You have to get that ballot into Election Control to be counted along with al the legit ballots. You have to do that without getting caught by cameras/overwatchers. If you spoof a mail-in ballot, you need an envelope with the name and legit signature of a registered voter, and ensure that this voter didn't also vote for themselves. If you alter the counting software in the tabulator to change votes, this can be caught using a stack of calibration ballots or software audits. Since you need to change thousands of votes, if you're going to replace ballots containing votes for Trump with fraudulent ballots with votes for Biden you're going to need to know which ballots to replace. That is, it's not efficient to simply toss out ballots without opening them to see how people voted. You need to do this at a large enough scale so that the end result is a large enough win for Biden that it doesn't trigger an automatic recount, or even allow a paid recount by the Trump campaign.

And that's just some of the constraints you're dealing with in order to pull this off and you have to do it with as few as people in on the scam as possible, and keep them out of the eye of the overwatchers during ballot processing.

My thoughts? You'll laugh, but I don't think it matters how you do it. The clock is ticking and this might get to the Supreme Court in the next few weeks, but in the end you can't determine the absolute "will of the voter" because what you're left with is a lot of suspicious activity and some ballot counts that don't make sense, but how can you determine what is a valid vote when all you have is a stack of paper with no way to correlate that back to the voter? You'd have to throw out the results and have a new election, and I don't think SCOTUS would ever do something like that because it doesn't give the rest of the states the opportunity to vote again. That's not going to happen. Therefore, all you need to do is replace/add/change ballots in Election Control centers. That will likely get detected, but it won't matter because you won't know which ballots are bogus and which are not. The choice is either to reluctantly certify the election as-is (likely, especially in D states), or invalidate it and kick it to the state legislature to select the electors. There won't be another election.
