Let's say it is true, ballots were watermarked. They probably just took the extra watermark ballots and used those. Watch the video in PA where they're "fixing" ballots. You just need the ballot and official stamp to certify and that makes it indistinguishable from an honest ballot. Maybe they found out about the watermark. The paper size not fitting in the machine was cover for getting them transcribed onto watermarked ballots?
