There are videos of people sitting there filling in bubbles on ballots - that's what they did. They cast fake votes, using real ballots.
The question will be how can you assure a ballot was cast by a real person? The answer is up to the courts and lawyers to figure out, because our elections are so insecure that I don't see how it's going to be possible.

If the local office is corrupt, the measure may be meaningless. If fake China ballots are in play, it should hopefully be obvious.
