It was to give "ballot collectors" a chance to go and buy official ballots.
Send 50 collectors out in a 5 block area in a high density inner city. If they buy 50 ballots each that is 2500 ballots. Bring those to the "rented" warehouse where "inexpensive labor" sits there marking and signing ballots.
Run over to the an agreeable judge and get a ruling that signatures do not have to match.
The ballot collectors probably collected 500,000 to 1,000,000 ballots in all the large states, my guess. Then on election night allow the rural areas to post first.

Watermarks are LARPing. “Trust the plan.” We need to focus on throwing out illegitimate ballots in GA, winning AZ, and getting a favorable SCOTUS ruling in PA.
