The states print their own ballots, yes. But on what paper? The cardstock used to print ballots is a specific material, weight, thickness, etc. I'm still researching this, but I think that the ballots are "made" by a specific company, to certain specifications. To cheat in the past, you would simply need the "recipe" for the cardstock.
By adding an encryption watermark, fraudulent ballots can be identified as not made by the original manufacturer.
Like I said, still researching, but this looks like a possible scenario.
