Only nine states and D.C. sent ballots to everyone registered.

In fact, of the "problem" states, only two (Michigan and Wisconsin) mass-mailed mail-in ballot request forms - but not the ballots themselves.
How is it that all the states that blindly mailed out millions of mail-in ballots did not have to stop counting, nor did they have problems of waiting a week to collect mail-in ballots?
