This can possibly be explained by same-day-registrations if you're comparing registration rolls published prior to election day. If a lot of un-registered people showed up and registered on election day it could add up over 100%.
I don't think that's the case here. I highly doubt JW is gonna overlook same day registration but I guess it's possible depending on the state. Wisconsin has it but they didn't report numbers like this.
