Take from it what you will - I personally think it looks legit, however I don't know what city/county this is, or what the laws are on what to do with ballots that cannot be read by the machines. I don't want to cast judgement on this one without more facts.
Correct - they are not marking them. They really should have been doing that.

SHe is not marking them and logging them - as required. Nothing stops that batch from being dropped on someone else's desk to be "transcribed."
