The videos of poll workers show them creating new versions of old ballots for some reason that appears to be legal and permissible. There is one person reading the selections of the ballot to be discarded and one person copying those selections onto the new ballot.

The question is should the ballots be discarded and should there be more oversight of that process.

Yea, I think he is right.... in some states if a ballot can't be read in a machine they will fill out a new ballot.
