Yeah I've been reading that since "mail-in voting" was the standard, the ballots that went unsolicited to a bunch of people were all "real ballots" just not cast legally. So it came to 123 ABC Street for John Smith, but John Smith died or moved and the current occupant is Jane Doe, well she gets her ballot AND John Smith's.
Plus, I think there are several tactics they used to commit fraud from fake ballots to illegally casting real ballots, to late submissions to throwing away valid ballots.
The watermark thing is a larp. All we need to do is audit the votes cast and if they can't be tied to a real eligible registered voter they don't count.
There is no watermark coming to save us.
