If I'm understanding it properly (this is new to me too), it's not about the rate of votes, but purely the number associated with the numbers coming in.
So like, 123,811 votes come in. then 45231 votes come in, then 23,401 votes come in, etc.
So the leading digit for these would be (1) (4) (2)
