Not all counties has the same population. It would be more accurate to estimate based on the proportion of swings with respect total votes in that particular county.

Also, I'm not sure whether swing means 6000 votes for Trump that when to Biden (12.000 vote difference), or if there are 3000 and she is calling swing to the 6000 difference.
