It says "some states" and "some voting systems" , not all. Which is the same as what the linked tweet says.

So it's definitely not "fake", that deserves a downvote, but there's no guarantee that the contested states have a watermark.

That doesn't prove what you think it does. State guidelines for ballots and printing all reference watermarks, have a while, as far as I've been able to find out. "Watermark" is a broad term, anyway, i see nothing there that supports the "DHS blockchain QFS" rumor that's floating around.

I'm not saying I have any idea if it's true or not, I just haven't seen anything credible published. Which you wouldn't, if it were that top secret. But watermarks on ballots is nothing new, and there's nothing specific to the rumor in that document.

Note that they reference watermarks, as well. But it's not a reference to the watermark rumor going around.
