Completely normal for 220 year-old people to be requesting ballots, filling them out, and then returning them in Allegheny, Pennsylvania on election day:

Click on "Date of Birth" and sort by "Ascending".

Imagine the number of Depends those people have used up... but most likely what data entry people do is they use an outrageous date (ie 1/1/1800) when they don't know the voters dob, and the dob is required input field and some apps don't accept blanks.
