Software engineer here. Code will only ever do what it is told to do. This was either sheer negligence from the devs and qa team and should have been found in testing, or was a deliberate decision and they just hoped nobody would call them on it

That means if the ballots taken out of the machines have maintained a chain of custody we should be able to recount by hand and see how much was flipped.
This is not some modeling software that is trying to predict some outcome. This is a tabulation software. It records and keeps track of counts. You can not convince me that this was a bug. This was intentional, and everywhere that used this software should require a recount, and the software company needs to be investigated.
