He did it right, but the issue is that there were probably additional absentee ballots beyond those cited in the politico article.
There is going to be some variation as the Politico article only counted the ballots received up to November 3 at 1:31 PM (or possibly less current than that), and they said over 1.6 million, so the total could be up to 50,000 more. Nonetheless, the total by their numbers of returned ballots, 2464000, is very close to the total number of absentee ballots per the state today, 2520666 (not counting write in votes).
This is a big smoking gun if the politico numbers are correct.
