I've done this twice, it's now 5 years since changing residence and I'm still active in my home state.
I understand. That’s why we need to put into place methods, processes and structure that makes it easy for people to properly and quickly manage their details, correct issues and other things.
Aside from making it easy and secure to change your election details, I’m talking wholesale changes to the system - obviously things like voter ID, transparency, etc, but also make it easy to fire government employees, mandate immediate changes to the system, change a shit ton of voting procedures and laws - make them national. Mandate election education in schools for a system designed to be hardened and unchanging across the country effective at all levels of government. Establish actual voting and election centers with town halls and other amenities so voters can interact with the process and politicians.
Your point stands and is valid, we’d need to figure that out, but I’d hope we could make it much easier to determine intent and minimize false prosecution. But there should be a wide range of penalties and punishments for all the variety of fraud.
