Each states legislature chooses their states slate of electors ie Trumps or Biden's. If fraud causes Biden to appear to be the winner then the legislature is Constitutionally able to decide to affirm Trumps electors instead of Biden's. Republicans control the legislatures in the contested states.
But those made up ballots are indistinguishable from legitimate ones now. How will they be distinguished in a recount or audit?
