Pennsylvania uses a "bad" date for domestic violence victims. You can ignore most of the 1800's dates as those are voters in hiding from someone.

There's tons of fraud and zombie voters in PA. A lot of these are not though.

Being an election official in PA for longer than most on this site have been alive is my source.

The idea is that a victim can't be traced/stalked for simply voting.

I didn't work in 2016 but provided rides to vote instead but did work this year.
