I am saying Delaware IS the number one state in the nation for corporate fraud because of these loopholes and the fact they do not automatically report to the federal government - unless requested. If you are going to be involved with a shady business, money laundering, or otherwise cheat. DE WY and NV are the top 3 and all have similar non-reporting.
I understand you are trying to flex your corporate law knowledge... but your points are incongruous to the conversation.
"Under Delaware law, members can form an LLC without having to place their name on any public documents—eliminating the paper trail." I'm not going to go on and on about the relevance because you clearly know what I am getting at.
Delaware is the #1 state for corporations because they have the most developed body of corporate law.

Belize is where you go for that, not the U.S.
DE is used for its corporate law, WY is used by banks/financial companies because of extremely friendly usury laws. Don’t know about NV.

LLC’s are not corporations.
