list out the flaws on all levels and the places you can cheat.
a mathematical proof to have open voting with audibility that detects cheating. something based on hamming codes with an encrypted watermark.
a national id. you register here is your id, you must bring it with you. it will have a picture of you on it.
that id will have a mathematical key on the back that is issued with an encrypted key that only decodes properly at vote time to make it hard to forge. using public/private keys.
a second mathematical key will be used to 'sign' the ballot. only you have the private key to decode it. this can be done with public/private key encryption as well as CA signing. One for each precinct.
if you do not vote for X number of times you are automatically removed from the rolls and if you are not registered you have to wait until the next time. the card will have a sticker on it that shows your expiration date on it. if you do not use it by that time. you get a new sticker when you vote. that sticker is for you. they will verify it when you walk in.
after Y number of years you must re-register no mater what. this will get you a new id in case of a compromise of the system.
now all of this needs to be vetted and re-worked for places to catch cheating. cheaters should no longer be tolerated. mandatory sentencing for those who willfully do it.
