I don't think it can be exact same. Rules up tom states and state didn't follow its own rule of act 77 signed by current leadership last year. All ballots after 8pm on election day don't count. It's pa law.

Once it applies there, as long as the other states have similar stature I imagine it’s a easy win argument wise.
They also need to look into VA, MN, NH at some point too!!!
