I think it means that the court is going to consider looking at whether to stop ballots received after Nov 3, 8PM because that is the date that the State legislature has set. The Democrat elected PA Courts upped the mail in ballots till 3 days later. with no or miss-matched signature. Legally, it is the legislature who should set the law, not the courts.
