Exactly right. IF you vote absentee, you are still required to obtain a ballot from the county official somehow in person -either from a spouse or agent, etc.

And it comes with a plastic envelope that gets priority franking.

Ordinary votes being "mailed in" <cough cough> is the most asinine thing in human history.
