They keep the borders open so drugs are readily available and then coddle drug users while at the same time harshly punishing the people supplying them with the drugs.
Drug dealers are no different from people selling alcohol, tobacco, sugar or any other dangerous/addictive substance. The only difference is regulation of the market and unregulated black markets are the government's fault. They refused to learn lessons from alcohol prohibition and now we are suffering from the same issues that alcohol prohibition caused- crime and government corruption.
