My wild guess...after the SCOTUS ruling on PA was announced Biden stroked out or had a dementia episode and had to be rushed to the hospital. Other pedes in other posts have pointed out what appears to be an ambulance and a whole motorcade of dark cars with flashing lights pulling away from the scene. So, they had to use clips from Biden's speech rehearsal videos taped earlier..
