See this makes more sense to me. Too much liability to rely upon thousands of low level poll workers. A single weak link blows the whole operation up.

ES&S also needs to be looked at. Significant history of fraud in the early 2000s. Partly owned by Chuck Hagel and just last year, they were accused of audit issues in PA.
