Good catch! Keeping the percentage of vote switching low allows it to go undetected. A math error resulting in 10x more votes being switched might be why this was even caught. That is awesome that you did the math and found this.

Yes, the news did a typo but the election hacker made a typo as well. 30% is way too high and why the thief was caught. I like how another Pede put it: The dems are so stupid, they didn't leave bread crumbs. They left bread loaves.

The vote isn't being changed at the count submission, it's being changed on the ballot scanner/counter. A hand count could solve this. I guess it would be much harder to detect 3% than 30%

This could also explain why officials never seemed to know the exact counts of ballots they had left to count. Maybe they didn't know what the juice factor was and kept giving ambiguous numbers to try and cover it.

because the point is to average about 1/30 ballots to go to your candidate of choice, in order to gain a 3% advantage in the end

It's a program that is implemented by the 'hacker' onto the ballot counting machine. It would be done before the election in secret. The machine inherently wouldn't come with any easy way to mess with counting.
