I think the question is CAN they? Alito wrote a test in that order, he's probing to see if they followed procedure, specificall tracking ballots after counting. He's asked them to separate ballots that came in before the election from ones that came in after. If they've been doing the job right, they'll be able to comply with that.
The order was just to separate the ballots that arrive after polls close? I think they were already doing that. I’m not sure I totally understand this from SCOTUS. If USPS are backdating ballots from the 4th, 5th, 6th to the 3rd, are they gonna separate them, or pretend they’ve been there all along?
They have to, if the judicial branch (scotus) gives an order and it isn't followed the executive branch (geotus) has the legal power to force them to comply with an appropriate amount of force. I.e. first send federal officiers then send the military if they still refuse to comply
